Holland was meant to be a model multicultural society. It has instead turned out to be a multicultural disaster, poisoned with crime and growing hatred between the races. And, at last, even the liberals have started to recognise it.
This week an all-party parliamentary commission admitted that 30 years of pretending that Holland has no race problem has only made things worse. After decades of spending millions to make immigrants feel at home in the Netherlands, they have succeeded mainly in making many Dutch men and women feel like strangers in their own country.

アムステルダム大学の研究者が Canadian Diversity という雑誌に発表した論文らしい。事実がまとめて書いてある短い論文なので、オランダの状況を知るには便利だと思う。平等を強制する法律とかも出てきて興味深い。概要から：
In conclusion, Doomernik asserts that multiculturalism in the Netherlands has now been “relegated to the dunghill of political history.”「結論では、オランダにおいて多文化主義は政治史の肥溜めに追いやられたと筆者は断言する。」って感じか。
オランダにおける外国人の地方参政権について。
まず上の論文の中で
Failing to naturalize, which can take place after five years of legal residence, an alien has legal rights that come very close to that of a national (the most significant discrimination being the right to vote and stand as a candidate for national elections).とあって、国政の選挙権と被選挙権を除いて国民と同様の権利を持つと読める。

では、Article 40: Right to Vote and to Stand as a Candidate at Municipal Elections の 4. Summary of European Union Policy の European citizenship の項に、オランダは the Convention on the Participation of Foreigners in Public Life at Local Level を批准したとある。この協定の第6条に外国人に地方参政権を与える規定がある。（リンクが切れてたので修正しました）

Voting as a non-Dutch nationalEUの市民ならオランダ国民と同じ条件で地方選挙権がある。EUの市民でない場合、5年以上連続して合法的にオランダに居住していれば選挙権がある。
If you are a European Union citizen, you can vote in municipal elections under the same conditions as Dutch nationals. You must be at least 18 years of age on the day of the election and you must be a resident of a particular municipality on the day on which the candidates are nominated. If you are a non-EU national, you may vote under the same conditions as long as you have been a legal resident of the Netherlands for a continuous period of at least five years.
